Welcome to the Connecticut Health Care Coalition Newsletter

OUR MISSION

The mission of the Connecticut Health Care Coalition (CT HCC) is to promote collaboration, education, and joint exercises during the planning and preparedness phases of emergency management. During real-world operations, the mission of the CT HCC is to help identify resources at the state and sub-state levels, and to collect, analyze, validate, and disseminate essential elements of information (EEIs) to partner agencies.


Coalition Updates

Supply Chain Integrity Assessment OPEN

The Connecticut Health Care Coalition is conducting a Supply Chain Integrity and Resource Assessment. This assessment gathers information on supply chains for key equipment and supplies that support preparedness and response, while also identifying healthcare resources and services available at the coalition level, including those that your organization owns or operates and can make available to coalition members during an emergency.

Please take the Supply Chain Integrity and Resource Assessment Survey by April 1, 2025. If you are unable to complete the survey by this date and need more time, please let us know. This survey should be completed by someone in your organization who is responsible for supply chain management and/or procurement. If you are not the right person at your facility/network, please forward the survey link to the correct person. We have heard from partners that this survey may take about one hour of your time.

Please only fill out the questions that your facility feels comfortable and secure in sharing. Please skip all questions that are not applicable to you or that you are unable to complete.

CT HCC Staff will compile this information and share the results with coalition members. Supply Chain Integrity and Resource Assessment Dashboards summarizing these results will be sent to all CT HCC members and posted on the CT HCC website by April 15, 2025.

Final Feature: NHCPC Takeaways

Each year, the CT HCC is honored to attend the National Health Care Coalition Preparedness Conference (NHCPC). This year, coalition staff were joined by multiple partners, including five members who were sponsored in their attendance via a coalition scholarship. To ensure that the full coalition can benefit from these conferences, we've asked sponsored attendees to provide some lessons they learned from educational sessions. Paul Rabeuf, Public Safety and Emergency Management Program Manager at Hartford HealthCare, was one of those sponsored members. Paul shares his thoughts below:


I attended two presentations on healthcare coalitions from two different states, both operate differently from Connecticut. So, I took what I felt could be introduced to CT, making our CT HCC operational. One presentation highlighted a coalition's role in a Mass Casualty Event, supporting acute care hospitals with family reunification using technology like web-based platforms and Google phone. This approach reduced paperwork and improved communication and information sharing.

In discussions with colleagues from other states, many coalitions adopted capabilities to address regional/statewide gaps. I connected with emergency managers from Hartford HealthCare, Yale, Trinity, CCMC, and Nuvance, who identified Family Assistance and Family Reunification as key gaps.

Further conversations with CT DPH, MRC, and ALL Clear influenced strategic goals and mission sets. The Millstone exercise in Region Four by DEMHS also highlighted Family Assistance and Reunification as areas needing improvement.

Family Assistance Center Plans exist for Regions One, Two, Four, and Five but require annual review, updates, and testing. The new grant year offers an opportunity to align funding with MRC mission sets, focusing on family assistance and reunification to support communities statewide and address identified gaps. My hope is our CT HCC will adopt family assistance and family reunification during next fiscal year, using funding to support these areas of improvement.

Each month, the CT HCC spreads the word about our partners' emergency preparedness trainings, exercises, and other training opportunities in and around the state of Connecticut. Healthcare Integrated Decontamination and Incident Response Training (HIDIRT)

The Healthcare Integrated Decontamination and Incident Response Training is designed to equip healthcare professionals with the necessary knowledge and skills to effectively respond to decontamination scenarios in a hospital setting. The course encompasses various modules covering decontamination basics, incident command systems, decontamination techniques, detection
and identification, personal protective equipment, and practical application through realistic scenarios.

When: April 17 & 18, 2025 | 8:00 AM – 4:30 PM
Where: 9 Farm Springs Road Farmington, CT

The May offering is officially full, and there are only a few seats left for the April offering! Please email your hospital's two attendees' names, emails, mobile numbers, and course dates to coordinator@cthcc.org. Paul Rabeuf will then send a registration link.


New! Operation Team ICS (OPTICS): An Incident Command System Training for Connecticut Public Health Professionals

The Connecticut Public Health Office of Public Health Preparedness and Response is pleased to announce the launch of Operation Team Incident Command System (OpTICS) training, a course designed to apply the foundational elements of FEMA's Incident Command System training to public health-focused incidents.  The attached flyer provides more details on the training.  In short, the OpTICS training consists of two components: an online self-led session that provides the introduction to applying ICS to public health events, and a four-hour instructor-led session with a more detailed curriculum.   It is highly recommended that participants take ICS-100 and 700 prior to the online course and ICS-200 and 800 before taking the instructor-led session.  The instructor-led sessions will be available in both in-person and virtual formats, although course content is identical.
The OpTICS training and all four ICS courses can be found on Train Connecticut.
How to Complete this Training
  1. Register on Train Connecticut.
  2. Enroll in the web-based training for ICS Training for CT Public Health Professionals. Course ID: 1125663.
  3. Complete the post-test to receive a certificate of completion.

Pediatric Emergency Preparedness Training Seminar

The Capital District Health Emergency Preparedness Coalition presents the Pediatric Emergency Preparedness Training Seminar to be held Thursday, May 15, 2025 from 9:00 AM - 4:00 PM ET.

This one-day emergency preparedness seminar will provide a broad overview of potential care needs for the pediatric patient involved in an emergency/disaster situation. The seminar will include information for medical, trauma, and safety response specific to the most vulnerable population in any emergency—children. Topics will include:

- Pediatric Decontamination
- Safe Infant Feeding in Emergencies
- PsySTART Mental Health Triage System
- Human Trafficking
- Pediatric Trauma
- Ethics and Disaster Response
