Member at Large Nominees
Sara Darlagiannis
Steven J. Huleatt, MPH, RS
Mr. Huleatt currently serves at the Capitol Region Council of Governments Public Safety and Homeland Security Department as the Connecticut Division of Emergency Managements and Homeland Security Region 3 Public Health Emergency Preparedness (PHEP) Grant Manager and as the Metropolitan Medical Response System (MMRS) Project Manager. Additionally, Mr. Huleatt serves on the Capitol Region Emergency Planning Committee (CREPC) responsible for the Connecticut Region 3 Emergency Support Plan (RESP) and Associated Annexes and as a Region 3 ESF-8 (Health and Medical) Duty Officer. In addition, he is an active member of the Connecticut Healthcare Coalition and serving of the Planning Committee and Exercise Committee. He serves the Connecticut Department of Public Health Office of Public Health Preparedness and Response on the Statewide Training and Exercise Workgroup, the Integrated Preparedness Plan Workgroup, and the Medical Countermeasures Workgroup.
Prior to joining the Capitol Region Council of Governments Mr. Huleatt was the Director of Health for the West Hartford-Bloomfield Health District for 25 years. He is an active member of the National Association of County and City Health Officials. Mr. Huleatt served on their Board and Executive Committees, the Project Public Health Workgroup, co-chaired the Preparedness Planning and Outcome Measures Workgroup, chaired the Bylaws Committee, served on the Nominations Committee, Incident Management Workgroup and currently on the Radiation Workgroup. Mr. Huleatt served on the Board of Connecticut Health Foundation. He was the chair of the Public Policy Committee and a member of the Executive Committee. Mr. Huleatt received the 2024 C.E.A. Winslow award from the Connecticut Public Health Association.
Mr. Huleatt received his undergraduate education at Clark University in Worcester, MA and his graduate education of a Master of Public Health degree and graduate Certificates in Business Mastery and in Local Government Management at the University of Connecticut. In December of 2024 he received the certificate of completion from Texas A&M Engineering Extension Service for Community Disaster Preparedness for Healthcare and February of 2025 certificate of completion from FEMA for Homeland Security Exercise and Evaluation Program (HSEEP) training Course.
John Pelazza, BS, EMT-P, CHS-IV
John began his career in emergency services in 1975 and became an Emergency Medical Technician (EMT) in 1978 and was certified as a Paramedic in 1985. In 1987, he joined the Stamford EMS and from 1993 - 2002, John was employed by American Medical Response (AMR) as a Paramedic Supervisor. From 2002-2010, John became the Emergency Preparedness Coordinator as well as the Emergency Medical Services Manager for Bridgeport Hospital.
Since then, he has been involved in the development of emergency preparedness programs for hospitals, governmental agencies, municipalities and emergency service providers. He has more than 45 years of experience in the Emergency Medical Services field, including over thirty years in progressive management positions and thirty-three years as an adjunct faculty member for state and regional EMS education programs.
John is instrumental in ensuring that the emergency management planning and preparedness activities at Greenwich Hospitals, all of Yale New Haven Health System and the Connecticut Department of Emergency Management and Homeland Security (DEMHS) Regions in southern Connecticut result in optimal emergency management response capacity and capability.
Kevin Shuck
Kevin Shuck is an Emergency Management Specialist at Yale New Haven Hospital with over ten years of experience in EMS, emergency management, and public safety communications. Kevin leads preparedness efforts across several hospital campuses, chairs the hospital's Emergency Preparedness Committee, and has coordinated multi-agency training and exercises. He holds a master’s degree in health emergency management, and his background includes leadership roles in EMS operations and regional emergency dispatch including CMED. He is passionate about building strong partnerships, improving systems, and enhancing our collective ability to respond to emergencies effectively.
