Welcome to the Connecticut Health Care Coalition Newsletter

OUR MISSION

The mission of the Connecticut Health Care Coalition (CT HCC) is to promote collaboration, education, and joint exercises during the planning and preparedness phases of emergency management. During real-world operations, the mission of the CT HCC is to help identify resources at the state and sub-state levels, and to collect, analyze, validate, and disseminate essential elements of information (EEIs) to partner agencies.


Coalition Updates

2025-2026 Bylaws and Member at Large Election Update

During the Bimonthly Meeting on August 20, 2025, participants identified that voting member requirements still needed some refinements to ensure only those who are actively engaged in the coalition are able to vote on business.

The 2025-2026 Bylaws will be updated and reviewed by the Executive Committee and Plans Workgroup again, and will be brought for vote again at the October 15, 2025 Bimonthly Meeting.

Following the approval of the updated Bylaws, the Member at Large Election will resume and the candidate with the highest amount of votes will be elected to the Member at Large position.

2025-2026 Continuity of Operations Plan Approved

Following the August 20, 2025 Bimonthly Meeting, the updated CT HCC Continuity of Operations Plan was approved by voting members via a virtual form. You can access the plan via the link below. NHCPC Conference SCholarships Available - Apply Today

The Connecticut Health Care Coalition has funding available to sponsor registration, travel, meals and mileage for active Coalition members, partners, and guests to attend the upcoming National Healthcare Coalition Preparedness Conference. This conference is planned for December 1-3, 2025 at the Gaylord Texan in Grapevine, Texas.

Complete this application by 5:00 PM ET on Friday, September 5, 2025 in order to be considered.


CT HCC Project Funding Needs Assessment

The Connecticut Health Care Coalition (CT HCC) is identifying priority areas on which to focus project spending from now until June 30, 2026. The CT HCC would like to assess your organization's needs for the next year. The information you provide will be brought to the Executive Committee to determine project priorities for this year.

Please fill out this form by 5 PM ET on Friday, September 5.


Sign Up for a Workgroup!

The CT HCC completes deliverables through the collaborative effort of its membership. This is achieved most often via work groups made up of multiple members, guests, and CT HCC staff.

Workgroups that require member volunteers include:

  • Plans Workgroup - The CT HCC has various plans and annexes that must be created and updated this year. This group will meet approximately once a month until December 2025.
  • Exercise Workgroup - The CT HCC plans and facilitates at least one exercise (the Medical Response and Surge Exercise or MRSE) per year. The cadence for this workgroup is not determined currently, but will likely occur once a month until the completion of the MRSE.
  • Training & Education Workgroup - This workgroup will help guide training and education opportunities for the Coalition, and will help plan the annual CT HCC Conference. This group will meet approximately once a month from September 2025 to the month of the conference, which will determined by the workgroup.
  • Communications Workgroup - This workgroup will assess communication platforms and users and will explore opportunities for improved collaboration and efficiency in communications across the state.

Region 1's Full-Scale MCI Postponed

See message from Sue Jacozzi below regarding the Full-Scale Exercise.

"Due to some liability concerns raised last week, we have made the decision to postpone the R1 MCI Full Scale Exercise until 2026. This decision was not made lightly, and reflects the group’s shared commitment to addressing the important concerns expressed by our state partners to ensure the success of the event.

In the meantime, we are committed to maintaining the momentum and enthusiasm that has been building. Over the coming months, our focus will shift toward meeting the training needs of our partners through the development of tabletop (TTX) and functional exercises (FE)—efforts that will serve as essential building blocks leading up to the spring FSE.

We also remain dedicated to supporting our hospitals, EMS agencies, and the CT AERS, CMED, and Regional Communications teams. Should they choose to move forward with testing specific components of their plans on September 16, particularly those activities occurring off-site, we will continue to provide the support and coordination needed to help ensure their success.

Additionally, if you or members of your organization are interested in volunteering as “mock patients” at any of our five participating hospitals, please let me know as soon as possible. Our hospital partners will be testing components of their plans and “mock patients” are needed to be pre-staged at their facility. All CERT/ERT/MRC volunteers should contact your unit leader so they can submit the activation paperwork prior to September 2 (please cc me at sjacozzi@trumbull-ct.gov as well so I can assign you a pre-stage location).

Thank you for your understanding and continued engagement. We greatly value your partnership and hope you’ll remain actively involved as we prepare for a successful 2026 MCI FSE. If your organization has specific training needs you’d like to see addressed during the fall and winter planning period, please don’t hesitate to reach out—we will do our best to incorporate them."


VOICES 2025 NYC Symposium

VOICES is hosting its annual New York City Symposium on Tuesday, September 9th and Wednesday, September 10th. Registration is now open, and sponsorship opportunities are available.
The two-day event, held in person and broadcast live, is presented in partnership with the Leadership in Counter Terrorism Alumni Association (LinCT-AA), the International Network Supporting Victims of Terrorism and Mass Violence (INVICTM), NYPD Shield, and 9/11 Community Partners.
