Welcome to the Connecticut Health Care Coalition Newsletter

OUR MISSION

The mission of the Connecticut Health Care Coalition (CT HCC) is to promote collaboration, education, and joint exercises during the planning and preparedness phases of emergency management. During real-world operations, the mission of the CT HCC is to help identify resources at the state and sub-state levels, and to collect, analyze, validate, and disseminate essential elements of information (EEIs) to partner agencies.


Coalition Updates

Thank you for attending the ct hcc conference!

Each year, the CT HCC hosts a FREE one-day educational conference. This year, the conference was held on April 22, 2025 in Rocky Hill, CT. We had a full day of educational sessions, lessons learned, and networking! Participants were able to receive CEU/CMEs for their participation, as well as a certificate of participation.

Thank you to our Training and Education Workgroup for making sure the programming was great and the day went off without a hitch!

Upcoming Redundant Communications Drill

Redundant Comms

The coalition will conduct a redundant communications drill on May 20-22, 2025. This drill will utilize the ProtectAdvisr reporting system. Please keep an eye out on the email or phone associated with your ProtectAdvisr account on these days for further information.

Special Project Update: Old MYstic Fire Department in Action

Last month, with the help of Special Project Funding from the Coalition, Old Mystic Fire Department conducted a free Seminar on Mental Health & Wellness. Ret. Chief Patrick Kenny and Re. Asst Chief Scott Gieselhart spoke about first responder mental health issues faced within the first responder and healthcare communities, and provided educational information about wellness strategies.

Thank you to Chief Kenneth Richards for tackling such a hard topic and bringing education to our first responders.


Final annexes Approved at april Bimonthly Meeting

The CT HCC Radiation Pediatric Annexes were approved by CT HCC voting members during our April 18 bimonthly meeting. These were the last plans that needed approval this fiscal year. Thank you to our plans workgroup for all of your input and guidance.

Operation Team ICS (OPTICS): An Incident Command System Training for Connecticut Public Health Professionals

The Connecticut Public Health Office of Public Health Preparedness and Response is pleased to announce the launch of Operation Team Incident Command System (OpTICS) training, a course designed to apply the foundational elements of FEMA's Incident Command System training to public health-focused incidents.  The attached flyer provides more details on the training.  In short, the OpTICS training consists of two components: an online self-led session that provides the introduction to applying ICS to public health events, and a four-hour instructor-led session with a more detailed curriculum.   It is highly recommended that participants take ICS-100 and 700 prior to the online course and ICS-200 and 800 before taking the instructor-led session.  The instructor-led sessions will be available in both in-person and virtual formats, although course content is identical.
The OpTICS training and all four ICS courses can be found on Train Connecticut.
How to Complete this Training
  1. Register on Train Connecticut.
  2. Enroll in the web-based training for ICS Training for CT Public Health Professionals. Course ID: 1125663.
  3. Complete the post-test to receive a certificate of completion.

Pediatric Emergency Preparedness Training Seminar

The Capital District Health Emergency Preparedness Coalition presents the Pediatric Emergency Preparedness Training Seminar to be held Thursday, May 15, 2025 from 9:00 AM - 4:00 PM ET.

This one-day emergency preparedness seminar will provide a broad overview of potential care needs for the pediatric patient involved in an emergency/disaster situation. The seminar will include information for medical, trauma, and safety response specific to the most vulnerable population in any emergency—children. Topics will include:

- Pediatric Decontamination
- Safe Infant Feeding in Emergencies
- PsySTART Mental Health Triage System
- Human Trafficking
- Pediatric Trauma
- Ethics and Disaster Response

Participants must register for either the in-person or virtual session. Registration and cancelation can be managed through the NYSDOH Learning Management System at www.nylearnsph.com. Please email any questions to lstebbins@glensfallshosp.org .


CT LTC-MAP Annual Emergency Management Conference and Tabletop Exercise

The 2025 CT LTC-MAP Annual Emergency Management Conference and Tabletop Exercise is coming up in early summer!

Choose a convenient location to attend:
-  Tuesday, May 20, 2025 – Chrysalis Center, Hartford CT
-  Wednesday, May 21, 2025 – Avalon Health Center at StoneRidge, Mystic, CT
-  Thursday, May 22, 2025 – CHA, Wallingford, CT


Region 1 MCI Exercise

Region 1 is scheduled to hold a Mass Casualty Incident Full Scale Exercise.

The exercise is scheduled for Tuesday, September 16, 2025, at Sherwood Island State Park.

Region 1 is requesting that that each organization complete one partner participation survey form. The information gathered from this survey will be used to help them develop the scenario and arrange logistics.
